I don’t have a Windows machine to test, but I was able to flash that file just now on a Mac with Etcher fine. You might just be getting a validation failure if Windows is writing hidden folders to the drive prior to Validation completing. It’s possible the SD Card is indeed fine. Alternatively, make sure your account permissions are ok, disable any Windows Defender or other security settings, etc. Hope that helps.
