Same error for me on Windows 10, while trying to flash a Linux Mint iso. Going back to Balena 1.18.11 solved the problem.

I was using Revo Uninstaller and noticed that the install comes with both the Windows 10 & 11 version. I uninstalled the Windows 11 version and the program worked as it should.
