USB Drive Errors - Cannot Format Read Only Drive

Hello,
In using Etcher to create an Ubuntu flash drive to access an unbootable Win11 PC, Etcher ran on a Win11 laptop using the Ubuntu Win11 iso and a 16GB Kingston USB drive with a few files on it that loaded in File Explorere as drive D.
The instructions I read said that Etcher would wipe the USB before installing.
However, after Etcher’s “successful oompletion”, Windows popups began appearing saying that the USB needs to be reformatted and, after clicking to reformat, saying that this disk is read-only.
I did not intentionally set this USB to be read only, and apparently Etcher was able to write the ISO to it?
Removing and reinstalling the USB either produced the same reformat but read-only format, or an error message saying Windows cannot recognize this device.
A second Etcher attempt again showed successful completion but then had the same reformat-read only errors.
Can anyone point out any pre-Etcher USB formatting or writeable steps I am missing?
How can I make the USB writeable to allow formatting or work around the formatting issue? Note that I ran CMD prompt as admin [diskpart, list disk, select disk D, attributes disk clear readonly), which recognized the D drive but had no effect on the reformatting-read only error cycle.

UPDATE: After posting, I found an article saying to use “clean” inside CMD Prompt - DiskPart.exe, which worked to take the USB back to where it could be formated by Windows and then showed as an empty drive on File Explorer. Rerunning Etcher then made the USB read-only again in Win11. Is that normal, or was something done wrong?
When inserted into the PC with bad Drive, and entering Bios on start up, the USB showed up as boot priority #3 but I could not find a way to change that priority in the MSI Bios. 4 screenshots are attached. Rebooting as is with USB iso plugged in went back to the cycle of failed Win11 start and non-working repair options. Does anyone see what I am missing to boot to the USB?
