I can’t see app windows at my windows 7 SP1 x64. At the task manager i see the few proccesses but no window. can i see some debug log somewhere ?

Can you kill the etcher tasks and try opening it again? Does this behaviour repeat after that?

I think you can try the Visual Studio 2010 (VC++ 10.0) SP1 for Windows 7 SP1 and try other versions if it doesn’t work.
