API returns flapping status

I wrote a simple Munin multigraph plugin to monitor the status of my devices through the resin API. About a week ago the online status of two devices in one of my applications started flapping. The two devices are in different cities, one on LTE and the other on fiber. What could be the reason for this happening? Should I blame an unstable internet connection?

It has become worse, but everything points to the ISP of the LTE service that is intermittent.
