first in the “flash from file” section i am able to find the file in the usb, then in the “select target” section i can see my usb but i cant klick on it, the check box does not get checked, if i remove my usb stick and reinsert it while in the “select target” section then i am able to select my usb and continue, but then i am unable to flash as if i have not completed the previous step.

I am not sure, but it sounds like you want to flash an image file what in on the USB drive (" “flash from file” section i am able to find the file in the usb") to the same USB drive (“then in the “select target” section i can see my usb but i cant klick on it”).
Well that won’t work, during flashing the contents of the USB drive will be completely overwritten, so the source can’t be from there.
As you selected the file in the first step at the “Select target” list you should see a Source drive label at the end of the line, that is why you can’t select it.
Copy the source image somewhere then flash your drive selecting that file.
When you unplug the drive the source disappears so the “flash from file” selection is reset to empty.
When you plug in the USB again and etcher is open the default behavior is to select that drive as a target automatically.
