Failure to flash Tails to USB

USB is Transcend 32 GB
OS is Windows 10

The file is an img like it supposed to be. It recognizes the USB, I hit “flash” then a screen pops up that asks if I want to allow this program to make changes for Windows Command Processor, I select “Yes” then a couple of seconds later a box pops up saying “The writer process ended unexpectedly…”

Any help would be appreciated.
