I think you are with version 1.7.9, that is the latest in our apt repo. That version does not have the fix for this issue v1.7.9 regression on debian installation directory · Issue #3771 · balena-io/etcher · GitHub. (manually running the left out steps etcher/after-install.tpl at master · balena-io/etcher · GitHub could also work)
Can you try installing directly dpkg -i balena-etcher_1.10.6_amd64.deba version from our fresher github releases like
As soon as we can confirm the fresh version solves more issues than causes we will update the apt repo.
