Balena Etcher has never worked properly, whereas I never have issues with Rufus.
In this instance, while installing Zorin, Balena Etcher created a single EFI partition of 4 MB and left the rest as unallocated space, despite taking a minute to do it and claiming to copy and validate and install successfully.
