When I try click on flash from file it just the mouse turns into a little red circle with a line through it

I’m trying to make a tails linux but the balenaEtcher that I downloaded doesn’t let me do anything beyond just clicking the flash from file button that’s when the curser turns into a little red circle with a cross through it.
