balenaEtcher and a product recovery dvd rom for Panasonic Toughbook

I would like to make a USB of a factory product recovery DVD ROM for Panasonic Toughbook using balenaEtcher. The factory image is Windows based. I use MX linux 18.2 and added balenaEtcher to my system. I would like to use balenaEtcher program to make a bootable USB of the Panasonic Image. Is this possible?
Are there any pitfalls to avoid?

This isn’t something I have ever tried, but the only way to know would be to try it and see if the USB boots.

You can try but I doubt this will work.
If I remember correctly Windows iso images don’t boot if flashed directly to an usb stick.
If it doesn’t work, you may try Rufus ( https://rufus.ie/ ), but it only runs on Windows.
