I want to clone a external hard drive to a ssd drive , it contains roms and bios for steam deck . Would it work? It is a preloaded external hd .

Hello, it should work, just make sure the target drive is equal in size or larger than the source drive. Click on “clone drive” rather than “Flash from file” to clone the drive.
