Is it possible to add a .dtbo file to an existing remote device through the Balena dashboard or API ?

Hi, that is unfortunately not possible. However, you can open a pull request with the dtbo to the specific device repository and we will review it and include it in future balenaOS releases. What device type are we referring to?
