I’m having this Raspberry Pi 4 camera for balena based project. this camera can support balena?

Given that the camera you linked already works with the Pi4 + Raspian, you should have no issues using it with Balena. Generally speaking you can use any hardware peripheral in Balena provided that it has a supported Linux driver.
