How to transfer the Administrator account without incurring "overage"?

Hi,
We currently have an organization with many users that are “Members” and a single “Administrator”.
We need to transfer the “Administrator” role to another user, and still remain with a single “Administrator”.
How do we transfer the Administrator account without incurring “overage” for 2 Admin users (50$)?
