Does rebooting power the device off and turn it on?

When I reboot my Raspberry Pi 3 device from the balenaCloud dashboard, is the device completely powered off (shutdown) and then turned on again?

I noticed that when I’m rebooting my Raspberry Pi from the dashboard, the connected USB devices do not lose power even for a second. So does that mean that the Raspberry Pi is never really powered down?

Often the LED’s on devices don’t actually go off during a reboot either due to capacitors which take a few seconds to dissipate their stored energy and/or they don’t ‘physically’ disconnect power from circuits for software commanded reboots.

If in doubt you can always SSH the host and use ‘uptime’ command to check last time OS rebooted.
