I can’t open balena.exe (balena-cli). When i open it it disappears 3 seconds later.

You need to open a command prompt (CMD.exe) and execute it from the command line. If you click on the executable from the file explorer a CMD window will open, but then close itself after help is printed. You may google for “how to use CMD on Windows” to familiarize more with the Windows command line prompt.
